android - Packages for cordova are not loading when deployed to a device -

i've got cordova app works great when deployed browser, or loaded browser. however, when app sent device via cordova run android plugins not found.

using chrome remote device inspector, can see plugis failing load in expect normal location.

cordova.js loads fine, cannot plugins load outside of browser.
