excel - How to distinguish between two "stale values" and blanks in between two values in a column of data? -

a new problem has arisen pertains case blank sequence ends in blank, , not filled value. in case, formula repeats last filled value in latest blanks. want is, have way conditional formatting or adding 0.0000009 sort of number distinguish stale data.

how can distinguish between last 2 11s , normal data above? since data stale , technically not right data.?
